Transit From A Us Airport With A Criminal Record.

If a person with a recent criminal conviction (18 months ago) traveling to Mexico that has to change planes in the USA. Would they be denied an entry visa even if not leaving the airport. Technically not entering the US.

As far as I know theres no such thing as in transit in the USA. You enter even if you are not leaving the airport
You need a visa if your plane lands on US soil. You have to clear immigration and customs before boarding your next flight. It might depend on the conviction and jail time but I don't think he can use the visa waiver programme and would have to apply in person at a US embassy
