That is not necessarily a good thing. And could be a fatal loophole. In that instance third country means somewhere other than the A to B traveller. Someone from a third country, for example Turkey with high Covid could travel to Spain and the use their Covid passport to fly to the UK. I’m not sure we want that.

Mrs NJ and I are both double jabbed. The UK government knows this because they have provided us (via the NHS app) with verification. We also have that verification in the form of a letter, in case the app doesn't work where we need it. To travel to (say) Portugal - a "Green" country - your evidence of vaccination (either from the app or on paper) will be accepted by the authorities there and you will be allowed to enter. However, to satisfy the UK authorities you will have to take a PCR test before you leave and book a test which must take place within three days of your return.
