How does this system work when it's flooded like right now .I thought the electrical supplies would be shorted and anyone in the water on the platform etc would get some kind of shock but just seen on TV a subway train plowing through it all

The NY subway is a third rail electrification system so current returns to earth via the running rails. This would still offer the most direct route even when the line is flooded.
