Can my Boyfriends ex wife move their children to Scotland without his permission?

My boyfriend has two children aged 6 and 3 who he has parental rights for and is divorced from their mother.We look after them three days of the week and overnight and we have just had a baby,their brother which they adore. She is now saying she is moving with them to Scotland wondering if anyone knows if she can legally do this and if we can try and stop her as we live in the south of England, Scotland being the complete other end of the country!!
