as long as they can pay for it themselfs the travel agent will accept payment...

Strictly speaking, no - they are too young to enter into a binding contract fo a non-essential.


In reality probably yes - they will probably find a company that will accept them, maybe with a parental guarantee.

It depends where you're going. Some hotels will only let you stay if at least one of you is 18. Check the hotel website. (Or lie)
I have heard of a group of girls going away at 16. I think their parents just had to write a letter of approval, but I am sure the Travel Agent will advise

somebody aged 18 or over has to sign the booking documents...its a contract after all


also there must be at least one person in the party that is over 18 to act as a guardian and be the lead name on the booking therefore taking overall responsibility


under 18s are allowed to travel with parental consent as part of the booking though
