Legally you can't rent the car. You don't have a valid licence to produce, only half of one.

In reality it depends on how clued up the rental agency are about UK licences and whether they know they should be a paper part as well. And if they care. Ditto if you get stopped by the police should the agency let you rent.

dzug's right; technically you're stuffed. Having said that, it depends how scrupulous the rental company is, and some small local independents may not know or care about the exact letter of the law; but you'd be taking a risk, and in the event of an accident you'd almost certainly be uninsured.
I have rented a car many times in Cyprus, with 2 different companies and have always used my plastic license. I have never had to show the paper part. Also in Spain. Good luck.
Well there you go. I'm just off to Cyprus now, with my hire car from my usual company waiting for me at the airport. I've only got a paper licence anyway, so I don't have to worry about having both parts with me.........

thanks to all of you for your help, especially you petesgrayz that was the answer i was hoping for, but it doesnt matter anymore cos my fiance found it !!! :) who says women are useless, lol

As a matter of interest, I got back from Cyprus eartly this morning. The car rental company I use regularly weren't interested in my wife's plastic licence and wanted ONLY the paper part. personally I don't have a plastic Euro-license, only my good old UK paper one, so it's not a problem I ever face! Like everything else, it depends where you go. The first answers posted here still stand - TECHNICALLY you can't rent without the paper part. The fact is that PRACTICALLY you may well be able to, but I'm not sure where that would leave you in the event of an accident or legal proceedings (should the worst happen).
