leaking floor

OK, Picture the scene!
I live on the ground floor flat with a basement flat underneath me.
Our bathroom is completely tiled.
The plumbing is old, and we know has a few bodge job type repairs going on under our floor.
We have water on the floor, seemingly coming through the mortar of the tiles. When we first realised it (3 days age) there was a pool of water, which we assumed we had spilt. Again it was there yesterday.. and again today.
The guy downstairs (although isnt in at the moment as iv just checked) hasnt mentioned any thing, and I saw him earlier this afternoon.
Is there any way the water could have pushed its way UP, and pooled on our floor, before falling DOWN, and crashed through his ceiling?
PS I have turned the water off, jsut in case!

firstly, has the turning off of your water stopped the problem?
if it has then you have a leak in your pipe after the stop tap.
if water can not go down it pools and as the pooling gets deeper it will start to show above tile level.
if you do have a leak then check it isn't coming across the floor from the wall but apearing to come up from the floor, put newspaper down when floor is dry then see where water first appears.
if it's your property then i'd advise getting the plumbing done properly 'cos another bodge could just put off a bigger disaster. if it's a rental the landlord is most likley responsible for the repair. also check if your insurance covers it.
