Hand Baggage

Can anybody tell me what the allowances for hand-baggage are now? I have looked on my airline and they say that the dimensions can be no more than a total of 115cm, but I thought that there were definite sizes that had to be adhered to. Any ideas?

its supposed to be the size of a regular carrier bag.
We are travelling soon from Birmingham Airport and they have confirmed restrictions, as follows:-
Each passenger permitted to carry ONE item of cabin baggage.
Dimensions: length of 45 cm, width of 35 cm. and depth of 16 cm including wheels, handles, side pockets. A handbag will be classed as one item. THERE ARE NO EXCEPTIONS
