Have I got this straight If I leave Manchester at 11.40 am
I should arrive in Los Angeles about 3pm their time ??
an 11 hour flight and they're 8 hours behind us ? It's just that the flight says dep MAN 11.40 arrive LA 21.20 ?

If you are flying US Airways (and from your times I guess you may be) then there's a plane change and a 4 hour wait in Philadelphia.
If it's another airline the same applies but maybe a different change point

Departure and arrival times are usually shown in the local time, so you should be arriving in LA at 9.20pm, LA time. As dzug says it's probably due to hanging around in another airport for an hour or two.
