Build a new system and use the old dirty one as a museum?

Add to all that cheaper tickets - however - in the absence of any of those I'd extend the artwork and art installations
projects that there are at some stations to more of them.

Maybe have plaques giving information about the history of each station and also the design elements - for instance the art deco ones -

Extend the poetry on the tube so that they are not just in trains but also posters on the platform, stairwells etc..
