I know the underground is open all night but what about trains from Waterloo towards the South ?? What time would the last train be ??

The National Rail website always has times available for 3 months ahead. So you can check the times now:

Up until about a year ago, I used to work for one of the big rail companies. We always ran a normal service on New Year's Eve (including services which went over into New Year's Day). Most other operators have a similar policy, so it's likely that there will be a normal Sunday service from Waterloo on 31st December.
