By the taxpayer. Nothing in life is free, someone, somewhere has to foot the bill.
I have a bus pass and love it very much. I also pay full council tax, so as my area has no street lights etc, I consider that I am paying towards the cost. I have got rid of my car so this must be what the government want, right?
In my area the Labour council have said too many OAP's are using this service and that they have run out of money so looks like another big rise in council tax, happy days !

I worded my question wrongly, I meant to ask, 'Who pays the bus companies?'
Directly, the council that issues the pass pays the bus companies. They may well get a special discounted rate.

They get the money either through council tax or from a central grant.
