Although most of them won't be from the UK. There are 59.8 million people living in the UK, so that's a good number to use. So you can confidently predict that the number of UK visitors to Paris was somewhere between 1 and 59.8 million.

You don't ask for what period. So is it for a year or the entire course of history?

Andrewmcg look at the progress we're making! I went five times, and BenDToy went a few times (we'll call it 2.3 times). However, kags hasn't been at all. Also, myself, BenDToy and kags account for three people, so we can take off three from the total number of people in the UK. So by my calculations, the number of UK visitors to Paris MUST be between 7.3 and 59,799,996.
