I'm sure Bernardo himself will be along to explain, but I imagine he was suggesting that the division of Germany into East and West after World War II 'disturbed' the L�nder, whereas reunification into one country again got rid of that 'confusion'. 'Recombobulated' is, doubtless, a wonderful word, but I can't see it catching on somehow!
