There are many companies that specialise in travel insurance for older people, have you tried them? Here is the link to Age Concern but if you google, there are many others:

You can also try a company called RIAS - they specialise in insurance for the over 50's and will cover up to 89 years of age.

When an insurance company charge a high premium (for anything) it usually means they dont want the business.
After all, all insurance is "risk" for the insurance company, and for the cost of a few pounds from the insured person they could have to pay out thousands.
The company have obviously decided that the "risk" on a 85 year old is just not worth it.
They would probably rather insure a load of families in their 30s or 40s who are probably far less risk.
