Main Street would seem to be the place: http://www.gibraltar.gi/tourism/gibraltar_shopping_tourism.a sp I would imagine that there is aduty free shop at the airport.

Along the main street there are literally dozens of hops selling electronic goods tax free. You get slightly better deals at the smaller places at each end of the main street. Cigarettes are also very good value in Gib, but don't forget that there are customs rules to consider. Jewellery and designer gear is also popular and widely sold.
