I have just received an email from Easy Jet advising me of an increase to Communal Tax (similar to air Passenger Duty) for all passengers flying out of Italian Airports. This applies to those booked to do this and those who have done it since the law came in on 27th October. It is only 2 euros but how can they enforce this? I was in Milan in November so applies to a trip I have already been on. I have further flights booked with Easy Jet so maybe the will just try to charge me then?

If you are flying with them again they won't just try to charge you, they will probably deny you boarding unless you pay up

If you never fly with them again it won't be worth their while pursuing it.
