Usually yes, but not during takeoff and landing and please use headphones.  I also always ask the flight attendant to be sure as some airlines do have a no electronic items policy.  Virgin are definitely OK with it.
Not if you are the pilot.
Not if you're sitting beside me.
We flew home last night, and I heard one of the cabin crew tell a passenger that anything with a laser - CD players etc. were not alowed, but laptops were OK, exceptr during take-off and landing. Most arlines outline their policy during the safety briefing, so listen up, and ask if you are not sure. Someone obviously flouted the 'no mobile phones' rule because an announcement was made that it is a criminal offence, and anyone seen using a mobile in flight will be arrested on landing.
