Unless you're prepared to 'chance it', and use the Visa Waiver Program, you're required to apply for a visa:

You should allow several months for your application, and not book your travel until you've heard the result of it.

I would hazard a guess that a section 5 public order conviction is not a crime involving moral turpitude.

Its only a guess though and if I'm right a visa will be granted - which will also mean you are eligible to use the VWP.
