My brother is moving to Canada in a couple of weeks and I'd like a cheap way to keep in touch. How can I make cheap or free calls to Canada??

A warning though, Tiscali's Italian parent is in deep doo doos, and has sold the UK arm to Carphone Warehouse recently. They might change the benefits of signing up to them.

TalkTalk provide free calls all around the world, 24 hours a day. with the exception of South Africa. However, should you wish to include Africa, then for a cost of �3 per month you can have100 minutes of calls to South Africa per month. The sign up cost to TalkTalk is reasonably priced. I use this service and find it excellent.
No, there is no charge for downloading and using Skype, if you want to talk to another person on their computer that also has Skype on it.
However, if you want to call someone who does not have Skype, or maybe not even a computer, then you do have to buy credits from Skype to make a call, which you do from your own computer to call their telephone. You can use either a headset and mic. or, as I do, a webcam (mic. built in) and speakers. You can also get a dedicated Skype phone handset that plugs into a USB port. Spoilt for choice really!
