On a recent trip to Koln,we saw two young women in official semi-military/police uniforms apparently asking drinkers in a bar to voluntarily use 'breathalyzers'.Customers seemed to have the option whether to comply.This was in a pedestrian zone of the old city.Any ideas what was happening ?
