I don't think so (others may correct me on this), but you can get them at the Gare du Nord when you arrive. You can share them with a fellow traveller if you want.

You can't buy carnets at St Pancras International but you can buy Paris Visite tickets:

Tickets are not sold on board Eurostar services. There are nearly always extremely long queues at the Gare du Nord ticket desks. (It can take half an hour, or longer, to buy tickets). It's better to use the ticket vending machines (but you often need to queue for 10 minutes, or longer, in order to use those).
