While some places in southern Europe
might be pleasantly warm at that time of year, the only way that you're going to find a 'hot' destination is to travel further south. Unless you've got the money for long haul holidays (e.g. to Oz), you're really restricted to Africa.
The only 'budget' African destination is the Canaries. (Yes, I know that they're politically and culturally European but the Canary Islands lie off the African coast). Even then, temperatures tend to fall into the 'quite warm' category, rather than 'hot'. Additionally, as Naomi points out, it can get very windy:
