question about visa to usa

Hi,
my friend has a german passport but has lived in the uk for 24years now. She went to the usa in march 2007 and over stayed her 3 months by 2 weeks due to flight problems. When she went to go over again about 2 months later she was refused entry and returned the next day after handing over her visa waiver form, she was told she would have to apply for a 6 month visa to enter again;
The question is; if she applies for this visa is she likely to be refused?
Any help would be appreciated,

I think it is very likely that she is refused,but it's impossible to say.
The US Immigration takes a very dim view of "overstayers",who they seem to think will stay indefinitely,AND work "under the counter".
She can try and apply at the American Embassy in London.
However,as she has a German Passport they may insisit that she apply through the American Embassy in Berlin (as she is still,to the USA, a German Citizen).
She is, technically, ineligible for a visa.

She can apply for one and they can waive that ineligibility.

But given it's only two years since she attempted an illegal entry to the US I rather doubt if they would.

The only way to find out is to try.
