My garden is white with Dandylion seeds

Thanks to a local farmer who constantly fails to surpress these annoying weeds, my front lawn is white with dandylion seeds. Does anyone have any Ideas on how I can kill these seeds off before they germinate. Also, is there any legislation in place to force farmers to surpress these weeds before they scatter their seeds?

Mow them? Brush them away?

Obviously, niether will be a perfect job but...

And no, nothing stops farmers from doing this. Hope this helps.
A lawn vac will collect more, Don't put the collected stuff on the compost heap... and you will probably need to resort to chemical warfare to control those that do germinate
Seriously?

You expect all farmers to make sure all their land is clear of dandelions? maybe city life may be more appropriate for you/
It's actually easier to clear them off your lawn when they are yellow flowers. Either mow the lawn or go round picking all the heads off.
When ever I see dandelions on the lawn, I pick the yellow heads before they go to seed. Any I miss, I carefully pick the seeds before they spread and get ten times worse. it seems to stop the spread eventually but I now get paranoid whenever I see a yellow head on the grass and run out to pick it off.
Some good ideas on here but whatever you do,do not put on compost heap,dandelion seeds will germinate almost anywhere.
