london building blue lights

 i was in london last night walking along the south bank when i noticed a building on the oppposite side of the water around london bridge that had a strip of blue lights across the top and what looked like it could be a lit up picture below this. is it my eyes that makes it look like this,or is it an advert or something,if so what is it
