Just returned from a trip to Oxford visiting a relative, had been there about 10 years ago and noticed the difference on this trip, around the Universities beautiful historic buildings and great sites to see and visit, but the houses in the streets were like slums because of the rubbish bins crammed outside the houses, green, blue, boxes etc surely the council should try to eradicate this problem. Didn't see this side of Oxford on Morse

Go into the residential areas of any city and things are never as you would like, or expect, them to be. There's nothing special about Oxford.
The issue, IMHO, is that the (mainly) terraced houses in the inner suburbs of Oxford are now in multiple occupancy (flats or student houses) where previously they were occupied by local families. They tend to spill out rather more than their predecessors.
