i am trying to book a hotel in wenslydale (or thereabouts) and many of them say that:

All children under 12 years stay free of charge when using existing bedding.

What does that mean? That they don't change the beds before they arrive?

It might mean that they stay free of charge if you don`t get another bed brought to the room for them.
I think I would give them a phone and ask them......
237SJ has beaten me to the correct answer but it occurs to me that the Oxford English Dictionary might be interested in the new definition of 'bedding' (which googling shows is common to many websites but appears to be - surprise, surprise! - yet another Americanisation of the English language).

'Bedding', in the context you refer to, seems to mean 'the arrangement of beds', rather than any reference to the linens actually placed upon those beds.

I think it means tht they won't add beds to the room, so you have to share the existing beds!..........
