Are Region 2 DVDs made in Asia?

I've just watched The Dark Knight Region 2 DVD and I let it run all the way through the end credits. After the end of the film and before the copyright messages in several European languages was displayed a certificate from the Board of Film Certification for the Government of India.
I always assumed that Region 2 DVDs were produced in Europe, probably Eastern Europe, so does this message mean that Asia is the main production centre for European DVDs? And why would certification from the Indian Board be required?

Either your DVD is from an unauthorised source or the production company has simply saved time by putting all of the legal notices (that might be required anywhere in the world) onto one master copy of the film and then using that single master to produce the DVDs for different regions.
The actual physical production of DVDs can occur anywhere in the world, irrespective of the region coding on those DVDs. The vast majority are probably produced in countries with low labour costs, such as India or China .
