ABTA cover is just one form of cover and a way to make a claim to/at (in theory at least) just one point of contact. Flights within or to/from the EU are also covered by UK and EU law which puts certain duties on the carriers (see relevant details available from airlines, Citizens Advice Bureaux, etc.). Accommodation, car hire and other such things can only be covered by personal travel insurance to be secure - all things have a cost, the best travel insurance option being an annual policy (unless you genuinely only take one holiday of any description per year). Remember that as with personal insurance, it is important to know the wording of the cover you have under ABTA rules (not really as all-embracing as people are led to believe and many seem to think). The downside with booking a package is that you do not have the flexibility of what is in effect a taylor made holiday (can be quite a bit cheaper) - you take what they include, no more, no less.
