How do other countries get postage fees from us?

If I send a letter to the USA, I pay for a stamp here. which pays for the UK part of the journey.
So when the letter reaches the USA who pays for it to be delivered. 
Does the US Mail send the UK Post Office a bill for all mail at the end of the month or do they deliver it for free?
