well it's always been bleeding cold anytime i've went.
I'd say Newcastle upon Tyne even if the natives all walk round in T Shirts in January

I can remember waking up in Warwick (at my outlaw's home) and seeing solid ice on the INSIDE of the window frame !!! Every time I drove to Warwick in the winter, it was freezing... in fact it was probably cold there even in the middle of summer !
City? Newcastle, it's the furthest North I think.

as for the coldest town, that is deffo Wigan,
as for the coldest village, not sure but Adlington is perishing

Well in order of where I've freezed my nuts off watching West Brom over the years I'd go...
1 Oldham(quite appropiate)
2 Huddersfield
3 Sunderland
4 Burnley
5 Middlesbrough
Drat.. you noticed then, BuildersMate... lol... I just read it as England's coldest place... and immediately thought.. Warwick !!!!

Well the Met. Office site says the coldest place in England is Cross Fell in the Pennines. But when I phoned them, they couldn't say which was the coldest city, though the person who answered did suggest that the further north you went the more likely it was to be cold ...
Hull in November with a light drizzle coming off the sea.

Great place to live when its warm though.
