There's no such thing as bad luck in business, just bad management.
Errr...I beg to differ with that.
^Please explain? A good manager would not recruit useless people or blame everything and everyone else on their company going bust.
Stephen Wigg is a crook.

A serial swindler, his companies regularly go into liquidation owing £ hundreds of thousands to creditors (usually suppliers) and then pop up again.

When a company goes into voluntary administration, the director, Stephen Wigg can appoint the administrator. The administrator sells the businesses assets, usually at a fraction of what they are worth. Stephen Wigg (or rather his new company) will buy the assets from the administrator and the creditors will lose their money. In this case, the Welsh Government.
It is not bad management, it is set up to fail (see above answer).
This looks very dodgy to me. The old office and the new office are very close by. My money is on bad management.
Standard asset stripping operation. And legal but ethically indefensible.
