If you have other devices that connect by wifi and you get a decent speed you know it is the dongle that is at fault. Try updating the driver.
If you have no other devices try changing the channel in your router's settings, this can often help.
Look at the physical obstacles between the router and the dongle - thick walls, electrical appliances and distance can affect the wifi speed.
Realistically you should expect to get half the speed over wifi than you get by ethernet.

- A list of network adapters will display, select your wireless dongle adapter and then follow the on-screen instructions'
Failing that, as hc4361 suggested take a look on the wireless dongle manufacturers web site to see if there are any newer drivers for your device.
