This checks your version of windows. The message means that a version of Windows from the same installation CD has already been registered.
Only way to avoid it is to use a restore point from before the download, and then don't allow the 'Verification Tool' to be installed next time it downloads.
It won't cause problems, other than the constant nags, but it will restrict what future downloads you can install. Read more about it on this other forum
