Three factors here I think.
First, something has changes as there was a time when the submit button didn't work until the question box was filled in.
Second, I recall that some browsers/devices (maybe phones) the question is submitted as soon as the title box is completed and Enter is pressed, giving no chance to fill the box in.
Some users using mobiles keep the question as brief as possible

Haven't looked Tilly, I sent it late today, it's the evening now & in all fairness I wouldn't expect a response at least until office hours, if at all.
I understand that it's impossible for every email to get a reply, but if enough go through on the same subject then I feel an "Ed thread" is more likely :-)
