No, they are misjudged.
Down here, I would integrate Devon& Cornwall, Dorset, Wiltshire, Somerset & Avon into one South-West force and do away with all but one of those chief constables (maybe one deputy), those finance managers and teams, those PR managers and teams, those HR managers and teams, and any other overheads.....split the money to the front line and savings. And an important one that can go are all 5 Commissioners and bureaucratic teams.
They're also looking at closing stations down here en masse in favour of more mobile units and so they should, the stations to be sold off - with technology, why are all these stations needed when work can be done more efficaciously from home or the car via pc......However, what do you use an ex-cop shop for?

It is not as bad as I have experienced. Back in the 1970's I lived in Zambia.
One night I was woken by the sound of someone trying to break in.
I phoned the police ( luckily the phones were working that day) the officer told me '' sorry sir, we have no cars that are working, but if you can drive over we can send policemen back with you''
I resisted the temptation to say ''OK I'll just ask the robbers to wait here while I go and collect the police''
Instead I phoned my mate who was also the driver of the volunteer fire engine. He jumped into the engine and drove it over with it's 'blues and two's' going. That was enough to scare the robbers off.
