Littering Or Not!

Friend of ours was done for littering. He put a cigarette end down a drain. A warden stopped him and gave him a ticket for £75. If he had appealed it he would have had to pay court costs. So he paid it. The warden was not helpful at all.
Would you have called it littering?
I wouldn't as there was no evidence.

reminds me of a time when a young lad was eating a banana right beside a waste bin - I pulled him and said - are you not picking the banana skin - no, he said you can if you want. Wouldn't pull anybody now you'd get a good beating.
No idea what the official definition is, but my initial thought is that if it is on its way to where stuff on the street normally gets dealt with, it's not remaining littering the street. Although I can sort of see why some might consider it littering the drain.

Not sure I understand this OP, maybe it's just me ... .. .

So if I poke a plastic bag down a drain using a stick ... it wouldn't be littering?

A cigarette would dissolve down a drain, a plastic bag would not.
So would paper ... if I stuffed a newspaper gown a drain ......................
Discarded cigarette butts (mainly the filter) are a form of non-biodegradable litter.

Carried as runoff from streets to drains, to rivers, and ultimately to the ocean and its beaches, cigarette filters are the single most collected item each year in international beach cleanups.

They are an environmental blight.
Personal portable ashtrays are the answer.

I wouldn't have thought it was litter until I read some of the replies on here.

Glad I read that Caran, I always look for a drain in the absence of a litter bin so I'll be more careful now, thanks
