If you mean the President of the USA, he or she needs 270 votes in the Electoral College to be elected
What I gave you was the number of votes Jacques Chirac got in the 2002 French Presidential election.
As THECORBYLOON said, the correct answer is 270 (i.e. an absolute majority of the 538 seats). The question referred to "electoral" votes, not just willy-nilly votes. Therefore any references to the French or other presidential elections are irrelevant and cretaciously booliakterous. If a candidate does not get 270, then the Senate has to decide.
