If she is on top of a 'kill' list as alleged, the implication is she IS being treated the same.
Why should they? She's been quite clear in publising her beliefs and made it equally clear that she considers christians in general as an enemy so why treat her any differently from Jihadi John and other like minded people.
If its not possible to apprehend her and put her before a court of law, than I don't see how or why she should be treated differently to any other enemy combatant.
