It depends what you mean by scam. These sites are perfectly legal provided they mention somewhere that they are not an official DVLA sites
Unfortunately there are unofficial non government sites who will offer to assist persons in applying for Passports D/Ls EH cards etc. They hit the the user with a hidden fee at the end.
The correct official sites do not charge a fee apart from renewal fees if applicable.
They are legal but are chancers who make a living out of catching the unwary. :-(
I have just done a Google search for "Renew driving license" and the site for ADL comes out at the top.

For searches like this you should NEVER take the results that come out on top (they often pay Google to come out on top of searches).

ALWAYS look for the official web site (not always easy to spot I agree).

As has been said, companies now set themselves up to offer to supply something for you (a VISA, EHIC Health card, driving license etc.) and charge for it, when it may well be that you can get it from the government department for free.

For example a tourist VISA to visit Australia is free if you go to the official Australian Government web site.

But if you do a search on the internet for "Australian Visa" you will find all sorts of sites that will do it for you, but they will charge you for it.

Sadly the internet is a bit like the Wild West nowadays and you have to be REALLY careful what web sites you go on and who you give your bank or credit card details to.

So you have given you financial details to this company, but you have no idea who they are. In this case they may be genuine but another time you may give your financial details to a bunch of crooks.

We all have to be very careful on the internet.
I have just got the latest Which magazine, and there is a letter in there from a man who did the same as you, and also got charged 90p and £39.00

However he found the £39 was a MONTHLY payment and it went out every month.

So you MAY have been scammed.
Here is the web site that I think you used, and here is the prices page.

https://legalliance.co.uk/prices

Note it says 90p for 3 days then £39 every 2 months (not monthly as I said above).

Note it also says:

At the end of the 3-day period, the trial offer is converted into a subscription for an undetermined period of time
VHG, on the other thread you say the £39 was a fortnightly payment. ?
Cancel your debit card immediately and request a replacement to avoid any further loss.
they say you can unsubscribe and you should do so quig !

also as Jackdaw says - lose your card and replace it ....
