Whole milk is what the Americans call full fat milk - Unless they mean condensed milk? What is the recipe?

Probably evaporated milk, which is milk with 60% water removed. Condensed milk is evaporated milk plus sugar.
It'll be Carnation evaporated milk, that comes in two types, 'whole milk' and 'light', (a 'reduced fat' version). As Nickmo says, evaporated 'whole milk' will have 60% less water than fresh milk, so if you use fresh milk the recipe will be too sloppy. (And taste different, too).
