the sole of my boot is leaking between the sole and the welt can anyone recommend a glue to fix it

Bostick. It is very similar to the glue that comes with those stik a soles you used to get.
I did an emergency repair while on holiday in September with craft superglue, bought in a German Lidl and advertised as suitable for wood, leather, plastic, rubber, textile etc etc
Evostick kept our shoes together for another season when we were kids, still use it now.
Almost any superglue should be ok if you check that it is suitable for leather.
...and speaking from experience....if you use the superglue cure, wear a pair of disposable gloves....

Those designer galoshes would cost a fortune now!!! They are not free anymore. :-)
Any generic polyurethane glue should do it.
