Youtube featured videos

Anyone who watches youtube will see the homepage picks featured videos apaprently randomly, which get about a million views where most are lucky to make 100. Besides most having high ratings, some have average ones but are still there.
So if it's not just the highest ratings, how do you get featured? Bribery perhaps?
