How long can a garage use trade plates on their works van for, as I've seen a local garage with the same trade plates on the van for months now

There is a licence fee payable for using trade plates, if that's what is bothering you.

There are two kinds of trade plates. One, I believe is for use on a permanent vehicle the other to use temporarily on other vehicles, sales cars, customer cars etc. There is of course a charge for them and it covers tax and insurance.
