We have had some horrendous weather recently, making driving very difficult, with driving rain and very poor visibility, and yet people still drive around without lights on.

Its driving (!) me mad !

Forgive me but I'm confused about your answer. why can't one just activate the handbrake switch? My car has a handbrake lever and also hill start assist.
I think Mushroom's post is misleading. We have an electric parking brake; when we stop we touch the switch, the "handbrake" is applied, so no brake lights on. When you set off the brakes automatically get released.
Oh, do the brake lights stay on when the electronic handbrake is activated - surely not.

I drive an auto and I hardly ever do ie, only when I think I'll only be stationary for more than a few seconds.

The electronic parking brake must stay on if the battery goes flat - there is no power to the motor to release it and if it did release the car would roll away. You wouldn't be able to push-start it either even if it was a manual. Having said that when was the last time you saw a car being push started? In the 'good old days' it was common for everybody to pile in and push cars with flat batteries.
OK let's put it another way. If we compare the number of drivers who (considerately) don't dazzle those behind with those that do, then I would submit that a goodly proportion of the dazzlers have auto transmission.

I drive both, so according to my statistical analysis, it's 50:50. However, now appreciating the issue, I'll stop dazzling in future when driving the auto.
