This is the Clifton Park - Halfmoon Public Library in Clifton Park, New York. The obelisk-shaped sculpture is called "Beginnings" by Bruno LaVerdiere. Here is a site with a picture and 62 of the opening lines. http://www.shenpublib.org/about/obelisk.shtml
