The expression 'garden leave' means literally that you are on leave to stay at home and dig your garden - in other words you are not ill or dismissed.
It is used as in the examples given - airline pilots get it if there is a slack period in their company - because they are so expensive to train, it is ecconomical to keep them employed even when they are idle, because it is still cheaper than tore-train someone from scratch.
The term Gardening Leave was used before mobile phones became common. When you were serving your notice and the company decided they did not want you in the office, they could still require you to be contactable by telephone. In practice, this usually meant staying at home to be near the phone. Some companies would arrange to call regularly and if you weren't there, they docked your pay.
