No Sub-Titles On Catch-Up & Demand?

I have been complaining to BBC,ITV,Ch4,Ch5 & Sky for the past 18 months about the above, and at last had some kind of an excuse.
They tell me that its not as easy to do, as it might seem.
Apparently sub-titles are not embedded into the programme files, but are not transmitted separately from their own files, and can not be transferred to catch up or demand.
All the cable companies are trying to find a way around this problem, so far with only little success, and there is still a long way to go yet........
