You shouldn't need to defrag a Windows 7 machine. (I've had the Windows 7 computer I'm typing this on, turned on 24 hours per day and in near constant use, for around 15 months and I've certainly never even considered defragging it).
To the change 'Sleep' and 'Hibernate' settings for your laptop, go to Start > Control Panel > Power Options > Change Plan Settings (alongside your current plan) > Change Advanced Power Settings.
Click on the + next to 'Sleep'.
Click on the + next to 'Sleep After'.
Click on the setting to change it.
Repeat for 'Hibernate After'.
Click 'Apply' and 'OK'.
